Here are some basic rules-of-thumb for a flat roof (ballasted racking system):

Tilt – 10° for flat roof ballasted racking system

Azimuth – preferable SW (>180°, greater production)

Orientation – Horizontal (Landscape)

Racking – Fixed Tilt for flat roof (Flush Mount only for pitched roofs)

Setback – 6ft (per regulation)

Most of these adjustments were made to your design. I minimized the Setback to 5ft so we could fit one more panel on each row. There are two designs – one with keepouts (14.3kW) and one without (16.3kW). I’m not sure if with the re-roof if the three obstructions will be removed or remain there.
